Trash Service Conclusion

Indigo Ranchers, 
 
Please see the response below the Board has provided on the Controlled Trash Service project.  A long read but the detail provides important information related to the research and discussions over the past year.  
 
The Indigo Ranch POA Board of Directors has explored the idea of consolidation of trash service providers.  This project originated because of an increase in the number of providers over the last few years (over 6 providers resulting in over 400 large truck visits annually), feedback from several residents and a desire to protect the roadways to increase the longevity and limit/reduce/avoid breakdown of the surface structure.  
 
Research was done related to contract options with service providers, billing options, services available and pricing.  In addition, an open discussion was conducted during the April POA meeting, and a survey of residents was conducted in May.  
 
During the April POA meeting the Board discussed the research completed on this project over the past two years (including contract requirements, billing options and pricing) and feedback already received from a small group of residents. An open discussion was also conducted with residents that attended the April meeting.  Much of the feedback indicated there is a common desire to reduce the number of providers, resulting in the number of days trash cans are at the streets as well as a reduction in heavy truck traffic.  Other factors that were important were controlling costs and having a choice of two different providers.  The discussion also led to the conclusion that many felt that residents could voluntarily reduce to one of two recommended providers rather than requiring a resolution added to the governing documents of the Association.  As all residents have a vested interest in extending the longevity of the road, it seems best to provide information and encourage residents to move to one of the recommended providers.  
 
The results of the May survey were as follows:  
 
·         68 participants (approximately 43%): 
·         Current trash provider breakdown
o   Best - 56%
o   Farmers - 15%
o   GFL - 12%
o   Republic - 10%
o   Country Corridor - 1%
o   Other - 6%
·         Should Indigo Ranch HOA pursue trash provider restrictions
o   Yes - 63%
o   No - 35%
o   No comment - 1%
·         Do you currently have recycling services or would like to participant
o   No - 72%
o   Yes - 28%
 
After careful consideration and discussion of all the information collected and feedback received, the Board has decided not to pursue a new Resolution that would outline restrictions on the selection of a trash vendor(s) for Indigo Ranch. While the Board’s majority opinion felt a controlled environment for the number of trash vendors that enter Indigo Ranch would alleviate heavy truck traffic on a new road surface, the logistics of such a change would be complex and difficult to manage on an ongoing basis.  
 
Concluding Points
·         Our private roads mean that 100% of the maintenance is the responsibility of the Association.  This is funded through the annual dues that are paid by each member.  While we expect the current roads to last for many years, we feel reducing heavy truck traffic will help with the longevity of the roadways.
 
·         Our desire is that residents will act on their own, through research, price comparison, and majority choice to make the best possible solution for service, that is in the best interest of the neighborhood and their choice of vendor.  
 
·         Please check the pricing of your current trash provider.  Did you know that Best and Farmers have a quarterly charge around $125?  Many residents have realized they are paying some vendors $250 or more per quarter and have switched solely due to the cost savings benefit of Best or Farmers.  
 
At this time, the IRPOA Board has identified Best Trash Services and Farmers Disposal as the recommended providers for our community.  We ask that you please consider changing to one of these providers.

The Board appreciates all residents that assisted us with research over the past two years or provided feedback as we reviewed a difficult decision of how to control the growing number of trash vendors servicing Indigo Ranch.
